From Sayre to Sunbury: The Agnes Flood and its Impact on Cultural Resources

The 1972 Agnes flood affected the lives of thousands of people in the Upper Susquehanna Valley. People perished, personal, commercial, and municipal properties destroyed or otherwise altering the local economies resulted in billions of dollars in lost revenue and cost reconstruction. As well, the removal and redeposition of soils from Agnes’ wrath was destructive to archaeological and historical resources from Sayre to Sunbury and beyond.

In early July, only weeks after the 1972 flood, a Native American Indian site was discovered by amateur archaeologists on the Sheshequin Flats located down river from the Sayre/Athens area. The Sheshequin location forms part of a series of sites previously identified in the early 20th century by river expeditions.  Historic documents identify the Sheshequin Path which ran from the Lycoming Valley to Towanda Creek as an important foot path developed by the tribes of this region and later utilized by settlers. Historic accounts of the Moravian Mission (1769-1772) located at present-day Ulster, Bradford County recorded evacuation of the village for a few days due to flooding in 1771. The Moravians left the village in 1772 and led a group of followers west to the Allegheny River. Among them were the two sons and a nephew of Teedyuscung, an important Delaware leader and negotiator.  The rich cultural heritage of this area was exposed as the result of Agnes’s destruction.

Over a three-week period, the archaeologists uncovered pottery and clay pipe fragments, stone arrow points and other prehistoric objects of the Late Woodland period (AD. 900 – AD. 1500). The artifacts lay on the surface of the flood scoured area adjacent to the active channel of the Susquehanna River. Concurrently, archaeological remains were also found by local artifact collectors on Queen Esther’s Flats and on the broad floodplain formed by Tioga Point at the juncture of the Chemung River and North Branch Susquehanna River. Diagnostic artifacts from these other sources were representative of the Late Archaic/Transitional (4000 BCE – 2000 BCE) through the Late Woodland AD. 900 – AD. 1500) periods.

The broad floodplain from Pittston to Nanticoke, Pennsylvania geographically known as the Wyoming Valley, suffered massive inundation and destruction by the flood waters of Agnes. The damage was so severe at the river town of Forty Fort, Luzerne County, that the earthen dike gave way, destroying a cemetery containing many graves. The stone monument erected in memory of the deceased reads:

“On the afternoon of Friday June 23, 1972, the Susquehanna River swollen by the flood waters of unprecedented height broke through the dike at a point 120 yards south of this site. The swirling water gouged a four-acre chasm out of the heart of the cemetery displacing approximately 2500 burials. This park is dedicated by the Forty Fort Cemetery Association to the memory of those whose gravesites vanished in that singular catastrophe”

Wilkes Barre was hit hard by the Agnes flood where the river rose above the 42-foot mark - the impact was devastating. The Archaeology Laboratory and the artifact storage areas at Kings College were completely submerged. Water damage to the facility was significant with the irreparable loss of artifacts and field/lab records from Kings College’s early archaeological investigations at the Kennedy (36BR0043) and Friedenshutten sites in Bradford County. Friedenshutten was founded in 1752 as a Delaware settlement and by 1763, David Zeisberger a Moravian missionary had constructed a church within the village. The site was home to the Delaware and Shawnee tribes until it was abandoned in 1772 during removal of the tribes to Ohio.  

Several other archaeological sites previously spared by floods located near the town of Plains were wiped out leaving no traces of their presence.  After the flood the artifacts housed at the Kings College repository were transferred to Bradford County where they are now under curation at the Wyalusing Valley Museum Association.

The archaeological sites impacted by the Agnes Flood south of the Wyoming Valley on the floodplain of the North Branch are not well documented beyond the information derived from first - hand accounts of surface collectors.  Numerous archaeological sites near Northumberland, Pennsylvania were also inundated. The Central Builders site(36NB0117) located a short distance south from Danville, Pennsylvania was one of the sites frequently hunted by artifact collectors. There, stone projectile points affiliated with the Early Archaic (9000 BCE) through Late Woodland (AD. 900 – AD. 1500) period were recovered. Years after the Agnes flood ripped through the valley, investigations conducted by the Pennsylvania Historical and Museum Commission uncovered a deeply stratified multicomponent archaeological deposit at the Central Builders site demonstrating the importance of such sites containing very old Native American occupations.

Downstream from the Central Builders site, flood waters scoured and reshaped the river islands between Berwick and Danville. Significant damage caused by flooding at the north end of Packers Island exposed the remains of a Late Woodland site where surface hunters found the remains of pit features, sherds of pottery and stone projectile points.

Flooding at the confluence of the Susquehanna’s West Branch and North branches created a pooling effect raising the flood stage to a record of 35.80 feet, a record for the Susquehanna River Valley.

Projectile Point Types in Pennsylvania: Middle Paleoindian Fluted Points, 10,800-10,100 years ago

This week we return to our series on Native American projectile point types in Pennsylvania with a description of the post-Clovis fluted points from the Middle Paleoindian period dating from approximately 10,800 BP to 10,100 years ago. The fluted point types from this time are not as well defined and not well dated compared to the Clovis projectile point type. They are found during an abrupt return to very cold temperatures known as the Younger Dryas climatic episode and they are important because they reflect the cultural adaptation to these harsh environmental conditions.

Precontact projectile points, stone spear and arrow points, are made in a variety of shapes for functional and cultural reasons. In addition, in some cases, Native Americans preferred specific types of stone to make a spear point. A projectile point type can be defined as an assemblage of artifacts that share a group of traits that distinguish them from all other groups of projectile points. Some of these shapes were only used during specific time periods and once dated by carbon-14 methods, the shape or type can be used by archaeologists to date other sites where carbon-14 dates are not available. The use of diagnostic projectile point types is probably one of the most important and commonly used methods of dating Precontact sites in the absence of carbon-14 dating. Although, we have learned that some projectile point types were being made over long periods of time and are not very useful in dating sites, but others are “diagnostic” for relatively short time periods.

Our first blog post in the projectile point series was the Clovis fluted point type (November 2020) which is the earliest fluted point type found in Pennsylvania dating to 11,000 years ago. This point type is well dated, well defined, and generally correlates with a period of warming temperatures near the end of the Ice Age. The Clovis type is characterized as a lanceolate, parallel sided, medium to large projectile point with a slightly concave base, grinding along the lower third of the lateral edges and a flute on both sides that extends no more than half of the length of the point. The type covers a relatively short period of time between 11,200 and 10,800 years ago. Clovis is the only continental wide projectile point type. Points from this time period are very similar in shape and occur throughout North America. This is interpreted as an idea that spread across North America very quickly. Once people in the various river valleys had adopted the concept of fluting a spear point, they began to experiment with slight changes that led to the development of new styles and types. Due to the harsh conditions of the Younger Dryas climatic episode, there was likely less communication between the hunting bands in river valleys and new regional fluted point types emerged. These types are the topic of our discussion below.

A variety of type names have been used to identify fluted point styles/types from this period. Bradley et al. (2008) in New England, Gingerich (2013) in the Upper Delaware River Valley and the comprehensive survey for Pennsylvania by Fogelman and Lantz (2006) have identified five to eight of the most common fluted point types from this period. Unfortunately, these studies do not share the same type names or definitions of these types. This reflects the somewhat confusing array of fluted points from this period. In the presentation below, the New England sequence will be used, as it very comprehensive, it is partially based on carbon-14 dates and reflects most fluted points from Pennsylvania.

The first type following Clovis migration into the Middle Atlantic and New England regions is the Kings Road-Whipple fluted point type. Projectile point type names are usually designated after the site where they were first discovered. The hyphenated name of this type reflects the fact that two sites produced points of this type. The Kings Road-Whipple type is a medium to large, lanceolate projectile point, robust in appearance, parallel sided but sometimes with slightly divergent sides. Another hallmark is the moderately deep arc-shaped base, occasionally with slightly flaring ears. This type illustrates a more careful technique for fluting, resulting in longer and more robust flutes. According to Bradley et al. (2008:127) it dates to approximately 10,800 years ago. Further afield, the type is known as Gainey in the Great Lakes region and it is identified in western Pennsylvania as such.

The Vail-Debert type is a large to very large, robust, lanceolate fluted point related to the Kings Road-Whipple type. The most distinctive trait is a deep U-shaped basal concavity with careful retouching on the interior of the concavity. Flutes extend a third of the length of the point. The Vail-Debert type is frequently made from locally derived chert rather than exotic cherts characteristic of most fluted point types. Edges are frequently reworked to be used as a knife or scraper, indicating a multi-purpose tool function. The deep notching of the base is thought to be part of the hafting mechanism and unrelated to the fluting process. Although there are many carbon-14 dates associated with this type, they cover a broad time period and as such are considered problematic by most archaeologists. According to Bradley et al. (2008:132-135) this type dates to approximately 10,500 years ago. 

 The Bull Brook-West Athens Hill type is lanceolate in shape with slightly divergent lateral edges, medium to large in size, with a moderately deep arc-shaped base that frequently exhibit basal ears. The flute extends half the length of the point and sometimes guide flakes are used in the fluting process to control the shape of the flute. According to Bradley et al. (2008:136-141), the ears suggest the point was designed to stay embedded in the animal to increase damage and eventually cause death. Bradley et al. (2008:141), date this type to approximately to 10,500 years ago. Further afield in the Great Lakes region, this type is known as Butler. 

Michaud-Neponset (Barnes) fluted point type from York, Lancaster, and Lycoming Counties. (Fogelman and Lantz 2006:26-27, Fig 56)




The Michaud-Neponset fluted point type is a lanceolate point that is thinner and more gracile than previously described types with lateral edges that are divergent rather than parallel creating the widest spot at the mid-section of the point. The basal arc-shaped concavity is moderately deep with prominent ears creating a “fishtail” shape. The flutes extend from half the length of the point to the tip; a very diagnostic trait for this type (Bradley et al. 2008:141-149). According to Bradley et al. (2008:142), this relatively thin and “delicate” point is the most technologically sophisticated of the fluted point types. The fluting process also used guide flakes to control the shape of the flute. The tip was ground and blunted suggesting some type of jig or device was used to hold the point as it was being fluted. This is known as the “Barnes finishing technique.” Bradley et al. (2008:143) argue that the delicate proportions and distinct basal ears suggest “a specialized hunting (piercing) tool similar to the Cumberland point.”

According to Bradley et al. (2008:146) this type dates to approximately 10,300 years ago. In the Great Lakes region, it is known as the Barnes type.

The Crowfield fluted point type is a thin, flat, delicate, pentagon shaped, medium sized point. The lateral edges are strongly divergent. Multiple flutes frequently extend the length of the point. It is rarely found in New England or the Middle Atlantic region. They are, however, found at two stratified sites in Pennsylvania. This type represents the last of the fully fluted points. The best dated site for the Crowfield type is the Nesquehoning site in Carbon County where the point was associated with a date of approximately 10,300 years ago (Koch 2017 and Stewart et al. 2018).

The final fluted point herein described is the Cormier-Nicholas point type, which is a thin, irregularly shaped lanceolate point of small to medium size, with a shallow crescent shape base. Flutes can occur on both faces, one face, and in some cases, the point is unfluted. Locally derived cherts are the preferred lithic material and occasionally, these points were made on flakes rather than bifacial blanks, an additional radical change in fluted point technology not observed on earlier fluted points. According to Bradley et al. (2008:148-155) these represent an abrupt change in technology that correlates with the end of the Younger Dryas at approximately 10,300 years ago and a change in vegetation from a cold open forest to a warmer coniferous forest. 

In conclusion, there are at least six generally recognized fluted point types attributed to post-Clovis fluted points and not all archaeologists agree on these names. Alternatively, it may be more useful to interpret these types as part of a continuum beginning with Clovis fluted points and ending with unfluted lanceolate types. Following the Clovis type, the lateral edges of the Kings Road-Whipple type are sometimes less parallel, the basal concavity is generally deeper, sometimes with ears and there is a greater emphasis on controlling the fluting process. The Vail-Debert type is a subtype of this with a very deep basal concavity. The trends in more divergent lateral edges, deeper basal concavities with ears and an emphasis on more precise fluting continue with the Bull Brook-West Athens Hill type. These trends culminate in the Michaud-Neponset type with a moderately deep basil concavity with prominent ears creating a fishtail shape. In addition, the flutes frequently extend the length of the point. This is the last of the true lanceolate shaped fluted points. The Crowfield type is the last of the fluted point types but its overall shape is very different than all other fluted points. It corresponds to the end of the Younger Dryas climatic episode and the emergence of a radically new environmental system. 

The study of projectile point types and developing chronological sequences has been an important research topic in archaeology and specifically in Pennsylvania. Many studies have been able to correlate changes in projectile points with environmental change. It is reasonable to assume that projectile points are tied to these changes, however we know that the fluting of points was an incredible technological feat and was tied to social organization and religion. These are research topics that we need to examine and with more carbon-14 dates and better controlled excavations, archaeologists may be able to elucidate these issues.

Projectile Point Types of the Early Archaic Period


            The Early Archaic period in Pennsylvania corresponds with the end of the Younger Dryas climatic episode and the beginning of the Holocene episode or the modern era at about 11,700 calendar years ago. This is a very interesting time because it witnessed the most significant environmental change of the past 40,000 years, although some argue that the current episode of global warming will turn out to be even more significant.  Additionally, we see radical changes in projectile points from the unique fluted points of the Paleoindian period to the more common notched points of the Archaic period. During the Younger Dryas, fluted points in the Northeast evolve from Clovis into points with longer flutes and a fishtail shape eventually leading to a decreased emphasis on fluting and finally to leaf shaped points with no fluting. Rather quickly, around 11,700 calendar years before present (BP), notched projectile points such as Thebes, Charleston, Palmer, and Kirk appear.

Environmentally, at 11,700 calendar years ago, this is a transition between the cold, harsh conditions of the Pleistocene to the warming of the Holocene. The temperatures rose rapidly to modern conditions, but it required approximately 1000 years for the open spruce pine forest of the ice age to evolve into the oak and pine forest of the early Holocene and 5000 more years to become the oak-hickory and hemlock forest of the later Holocene. For Paleoindians, the long winters and coniferous forest did not provide many plant food and probably 60% of their diet came from hunting small game, deer, bear, elk, caribou in northern Pennsylvania and fishing. The closed spruce pine forest of this transitioning period between 11,700 and 10,200 calendar years BP also did not provide many plant foods, although the winters were shorter and oak trees, with their supply of acorns were increasingly available for both human and animal consumption.

            The drastic change in projectile points has always perplexed archaeologists. The change from lanceolate forms to notched forms suggests radical changes in the way they were hafted to the shaft. Lanceolate points are found all over the world, but only in the Americas are they fluted. The mechanism for hafting fluted points is generally understood, but why the need for fluting is a mystery. Some archaeologists believe that the change in spearpoint shape was related to hunting with an atlatl in the dense coniferous forest of the Early Archaic period. However, others argue it is more difficult to throw with an atlatl in a forest, so the jury is still out on this issue. Hardaway and Hardaway-Dalton points are basially thinned and notched and considered by some to represent a transition between fluted points and Early Archaic notched points but these are very rare in Pennsylvania.

            Whatever, the reasons, the most common Early Archaic projectile point types found in Pennsylvania are: Palmer and Kirk, corner notched types; less common are Kirk side notched and Charleston corner notched types and lastly, the Thebes type has only been recovered from a few sites. Generally, they all have a ground base and are serrated. Like fluted points, most are made from chert or jasper, although metarhyolite and quartzite was also used.

Based on stratigraphic associations, the oldest of these seems to be the Thebes type. This is a relatively large, side notched or diagonally notched point. The blade is generally triangular in shape and the overall thickness of the point is generally greater than other points of this era. A distinctive characteristic of this type is that one edge of the blade is usually beveled suggesting that it was also used as a scraper or knife. Some have argued that this was its primary function (Justice 1987). These have not been dated in the Middle Atlantic region, but at Graham Cave in Missouri, they were dated to 10,854+570 and 10,557+429 calendar years BP (Justice 1987).

Again, based on stratigraphic associations, the Charleston corner notched type occurs with the Thebes type and below Kirk and Palmer types (Justice 1987). These are relatively broad points compared to other types of this era. The blade is also frequently asymmetrical again suggesting they were used as knives or scrapers. Two Charleston points were dated to 11,408+750 at the St. Albans site in West Virginia (Broyles 1971).

The Palmer corner notched type is a relatively small point with a straight base and frequently with more pronounced serrations (Coe 1964). The shape of the blade has been compared to a “Christmas tree”. They have not been well dated in Pennsylvania, but at the Thunderbird site in the Shenandoah Valley of Virginia, they were dated to 11,468+566 calendar years before present (Verrey 1986). At the Richmond Hill site in New York, three Palmer points associated with a hearth were dated to 10,595+180 calendar years before present (Justice 1987).

The Kirk corner notched type has a large, generally triangular blade with a straight or sometimes convex base. Compared to the Charleston type, the blade is less frequently asymmetrical. In addition, these points are thinned by flakes that extended across the mid-line of the point (Justice 1987). This type has been dated at several sites in Pennsylvania to between 10,730+412 and 10,209+30 calendar years BP (Carr 1992). Kirk side notched points are sometimes found above corner notched types in stratified alluvial settings and usually below bifurcate base points, but there are few if any dates on this type (Carr 1992). Kirk stemmed points have been found in the same levels as bifurcate points at several sites (Daniel 2011).

The Early Archaic sequence presented above – Thebes, Charleston, Palmer, and finally Kirk seems reasonable based on stratigraphic associations. Daniel (2011) published a re-analysis of Coe’s (1964) work that essentially supports the above chronological sequence for these types. However, the radiocarbon dates do not support a sequence of dates for these types, but rather suggest several types were contemporary and were being used at the same time. Part of the problem is there are a limited number of dates and most of them cover a wide range of time. Or these types, in fact, overlap in time and were used throughout this period by different bands or had different functions. Obviously, it is necessary for archaeologists to obtain more dates from stratified contexts and use the most refined dating system available (ie AMS dates) to further our understanding of this time period.

            In conclusion, it is clear that the Early Archaic projectile point types were part of the adaptive strategy for exploiting the post-Pleistocene environment that was transitioning to a more diverse deciduous forest at about 10,200 calendar years BP. Although there is a slight overlap with Kirk points, bifurcate base points were the main lithic projectile point used to exploit this initial phase of the evolution of the deciduous forest in the Middle Atlantic region.

The Fort Hunter Site has been occupied for over 9000 years


These two projectile points were unexpectedly recovered from excavations at the Fort Hunter site, located just north of Harrisburg. This project is being conducted by the Pennsylvania Historical and Museum Commission and the goal is to locate the remains of the French and Indian War era supply fort that was at this location between 1757 and 1763. Numerous 18th century artifacts and features have been recovered and some of these may be part of the fort occupation. However, the stockade and the blockhouse have yet to be located and our investigations are continuing.

Both of these artifacts date to the Early and Middle Archaic Periods and were probably propelled using an atlatl or spear thrower. The one on the left is classified as a Palmer type. This specimen is made of chert and this style is distinguished by its “Christmas tree” shape, small corner notches, small serrations and grinding on the base. When found at other sites, it has been consistently dated by carbon 14 methods to between 9800 and 9200 years ago.

The projectile point on the right is classified as a St. Albans type. It is made on rhyolite that was quarried from the South Mountain area of Adams and Franklin counties. When found at other sites, it has been consistently dated by carbon 14 methods to between 8900 and 8300 years ago. These were used as spear points in hunting.

Although there are many other prehistoric tools representing later periods, these two artifacts are the oldest thus far recovered from the site. They document how this location has been visited over a period of almost 10,000 years. The confluence of two streams was a favorite camp site for Native Americans and this is situated at the confluence of Fishing Creek and the Susquehanna River. It is no surprise that this site was continuously visited by Native Americans throughout prehistory. Further, the same characteristics attracted the first Europeans and this site was occupied as early as 1740 during historic times.

Both of these projectile points were found close to the surface and in an area of the site where the sediments are thin and not well stratified. The 2008 excavations exposed an area closer to the river where the soil is over four feet in thickness. This suggests that these earlier occupations may be found buried under the fort artifacts.

This excavation takes place as part of Pennsylvania’s Archaeological Month celebration in September and October. We will continue the excavations in 2009 and we encourage the public to visit.
